Traffic Impact Analysis (TIA) Padang - Pekanbaru Toll Road

Presidential Regulation Number 58 of 2017 concerning Amendments to Presidential Regulation Number 3 of 2016 concerning Acceleration of Implementation of National Strategic Projects, one of the national strategic projects is constructing the 185 km Pekanbaru-Bangkinang-Payakumbuh-Bukittinggi Toll Road which is part of Trans Sumatra.

 

Regarding the development preparation, several stages should be carried out so that the construction of the assigned toll road can be carried out properly to meet the given target. The stages of these activities include the feasibility study (FS) stage, the technical plan (basic design/BD), and the final technical plan (detailed engineering design/DED).

 

Considering the extent of the study area, which covers one island of Sumatra from the tip of Lampung Province to NAD Province, the scope of work at this stage is the fulfillment of the Traffic Impact Analysis Needs (ANDALALIN), a more detailed traffic study review and technical assistance for traffic. traffic demand forecasting) for the Padang-Pekanbaru toll road section.

 

This study is very necessary to determine the stages/schedule of toll road construction for each section to provide optimal economic and financial impact by considering the investment costs that must be incurred and the projected future traffic. Primary data collection is required o obtain the data describing traffic conditions at the location and support the detailed design. Mentoring also needs to be carried out until the DED stage's completion in the recommended section to be built at an early stage.

 

As for the scope and objectives of this project that PT must achieve. The great pattern as a planning consultant is:

The study of Transportation Demand (Traffic Demand Analysis) is intended to determine the amount of travel demand, particularly the volume of traffic that occurs on the Padang – Pekanbaru toll road assigned to PT. Hutama Karya (Persero) with the following objectives:

  1. Traffic Demand Analysis for each section of toll roads;
  2. Obtaining stages/schedules of toll road construction that provide optimal economic and financial impact on the Padang – Pekanbaru Section;
  3. A study of the performance of the toll road network and the existing road throughout the operation and concession period of the toll road;
  4. Provide recommendations on the amount of traffic volume that will be used in other technical design calculations;
  5. Provide studies and recommendations for handling traffic effects on existing crossings, especially on plot crossings caused by the existence of toll roads through engineering and traffic management activities;
  6. Availability of Traffic Impact Analysis document (ANDALALIN) for the section to be built in the first phase of the Padang – Pekanbaru Section;
  7. Mapping survey needs for several types of surveys, such as surveys for calculating the volume of classified traffic on existing roads and intersections, surveys of origin of travel destinations, surveys of travel time and delays, surveys of willingness and ability to pay (ATP/WTP).

 

 

Scope of Work :

a.        Data Collection (Data Collection)

  1. Secondary Data Study
  2. Field Survey (Traffic volume calculation survey, travel origin survey, travel time and delay survey, willingness and ability to pay survey, and road network inventory).
  3. Data processing (growth factor analysis, study of public policies and regional development policies, average daily traffic volume (LHR), road network performance, vehicle movement distribution, trip destination origin matrix, road network performance on the free speed side and travel time, analysis and evaluation due to toll road construction, analysis of other supporting data for transportation modeling).

 

b.        Transport Modeling

  1. Simultaneous modeling (simultanous modeling).
  2. Modeling step by step (sequential modeling).
  3. Travel Generation and Attraction Modeling.
  4. Travel Distribution Modeling.
  5. Mode Selection Modeling.
  6. Travel Loading Modeling
  7. Toll Road Network Performance;
  8. Existing Road Network Performance.
  9. Traffic technical assistance, assistance and presentation at the Toll Road Regulatory Agency (BPJT) or other relevant agencies.
