The Government of Indonesia is implementing the Accelerating Infrastructure Delivery through Better Engineering Services Project (ESP) that will help meet the infrastructure development objectives of the Ministry of Public Works and Housing’s (MPWH’s) Sector Development Plan (SDP), 2015-2019 and beyond, by improving the quality of the delivery of the SDP’s public investment program. The ESP’s estimated cost is $167.6 million and is financed through a loan by the Asian Development Bank (ADB) in the amount of $148.2 million from ADB’s ordinary capital resources (OCR). The remaining equivalent of $19.4 million will be provided by the Government of Indonesia and will finance taxes, duties and interest during implementation.

The MPWH’s Directorate General of Highways (DGH) is the implementing agency under the ESP for preparation of all the road and bridge projects. DGH will engage qualified consulting firms (national or international) to provide a range of project preparation services for DGH’s public investment projects in the roads, bridges and highways sector that will include, but not be limited to, (i) preparation of feasibility studies; (ii) development of detailed engineering designs (DED) including the application of Value Engineering (VE) principles; (iii) preparation of traffic impact analysis (Andalalin) for flyover and underpass projects; (iv) preparation of environmental impact assessments and land acquisition documents as per government requirements, and facilitation of obtaining relevant permits, (v) development of bidding documents for civil works and (vi) explanation of the designs at each of the Pre-Construction Meetings.
